In collaboration with NADDC

REDIN is advancing an End-of-Life Vehicle recycling program in collaboration with NADDC, aligned with Nigeria's End-of-Life Vehicles and Other Related Automotive Waste Recycling Regulations, 2024. The framework establishes a national system for collecting, delivering, depolluting, dismantling, shredding, and recycling end-of-life vehicles and related automotive waste, while creating structured roles for data management, certification, producer responsibility, stakeholder coordination, and public awareness.

Program focus

  • Support a coordinated network for collection, delivery and recycling of end-of-life and abandoned vehicles through compliant recycling operators.
  • Support ELV data management, certification, documentation and reporting systems that improve traceability and program accountability.
  • Support automotive Extended Producer Responsibility through engagement with manufacturers, importers, dealers and other sector stakeholders.
  • Support state-level project development, sensitization and public awareness that encourage responsible vehicle disposal and recycling.
  • Coordinate stakeholders, operator compliance, implementation planning and recycling support across the ELV ecosystem.

REDIN's implementation contribution

REDIN's implementation contribution is to help translate the ELV regulatory framework into a coordinated and scalable operating program. This includes program governance, stakeholder engagement, operator-network coordination, state implementation planning, public awareness, data and certification workflows, producer engagement, risk management, monitoring and measurable delivery outcomes. Any formal Designated Recycling Organization or Producer Responsibility Organization functions will be represented in accordance with the applicable appointment, accreditation and approved agreements.

In collaboration with NESREA

REDIN is supporting a Motor Vehicle Regulation program in collaboration with NESREA to strengthen practical implementation of environmental requirements affecting motor vehicles and the automotive value chain. The reviewed ELV framework expressly links end-of-life vehicle recycling to applicable NESREA motor-vehicle environmental requirements, reinforcing the need for coordinated compliance, operator readiness, monitoring, and public understanding.

Program focus

  • Translate approved motor-vehicle environmental requirements into clear implementation workstreams, milestones and responsibilities.
  • Support coordination among regulators, public agencies, operators, technical stakeholders and other affected parties.
  • Support facility/operator compliance readiness, registration pathways, monitoring and implementation follow-through.
  • Strengthen stakeholder awareness of environmental obligations, recycling responsibilities and compliance expectations.
  • Track implementation progress, barriers, corrective actions and decisions required to move the program forward.

REDIN's implementation contribution

REDIN will provide program coordination, implementation planning, stakeholder engagement, governance support, risk and issue management, public-awareness support and structured follow-through so that approved regulatory requirements can move from policy intent into practical execution.

In collaboration with NESREA

REDIN is advancing a Vehicle Emission Testing program in collaboration with NESREA, aligned with the National Environmental (Control of Vehicular Emissions from Petrol and Diesel Engines) Regulations, 2011. The framework requires vehicles in operation in Nigeria to undergo annual emission testing at licensed facilities and provides for certification, recordkeeping, prescribed emission limits and enforcement action for non-compliant vehicles.

Program focus

  • Support accessible annual vehicle-emission testing through appropriately licensed facilities.
  • Support testing against prescribed petrol, diesel and smoke-emission requirements, including relevant CO, HC, NOx, particulate and opacity measures.
  • Support certification and reliable records of vehicle registration, test dates, results, compliance status and testing history.
  • Build public awareness linking vehicle maintenance, emissions compliance, cleaner air and environmental responsibility.
  • Support centralized compliance information that can strengthen monitoring, planning and enforcement by the competent authorities.

REDIN's implementation contribution will focus on program design, testing-network rollout, stakeholder coordination, readiness, data and certification workflows, public awareness, risk management and performance tracking. Technical testing standards, licensing, certification authority and enforcement remain anchored to the applicable regulatory requirements and competent authorities.
